- The primary purpose of this position is: to act as the project manager for the purpose of planning and scheduling resources and timelines for AF manpower studies and projects. These studies consist of AF and MAJCOM Capabilities Based Manpower Determinant (CBMD), commercial activities and special studies led by senior Manpower Analysts that are assigned to HQ AFMA, subordinate squadrons and separate operating locations and designated MAJCOM locations.
- Act as project manager for study planning and scheduling.
- Manages current and new scheduling software programs.
- Assist and train squadron, division, branch, and flight members on use of planning and scheduling programs.
- Acts as SME and provides customer assistance on scheduling program.

SPECIALIZED EXPERIENCE:One year of specialized experience for GS-0343-12 which includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations of budget, budget priorities, and the impact priorities have on opportunities for process improvement and outsourcing. This definition of specialized experience is typical of work performed at the next lower GS-11 grade/level or equivalent in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of DoD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. 3. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations. 4. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, function, and work procedures. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 6. Ability to work with diverse groups and moves them towards an assigned objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. ADDITIONAL CONDITIONS OF EMPLOYMENT: 1. May be required to work uncommon tours of duty. Overtime may be required as workload demands. Work requires travel away from normal duty station on military or commercial aircraft and may exceed 30% of the incumbent's workload. 2. The incumbent of this position must be capable of close interaction with project/study members. Incumbent must exercise considerable judgment and tact in carrying out assigned duties. Must have an extensive knowledge of the management engineering program as it pertains to Air Force and other military service activities, staffing procedures, management procedures, and all facets of the manpower standards development, process improvement, modeling and simulation. Employee may be required to attend an 8-week Manpower training course in residence. 3. Performs other related duties as assigned. 4. Must be able to obtain and maintain a Secret Clearance.
